Deerfield Construction Project Updates

Please note that dates and information are subject to change. As much as we (Village and Contractor) strive to keep these dates from changing, weather conditions and unanticipated variables play a role in every project. Our best efforts to keep everyone informed of changes will be made, primarily at this web page.

Just a reminder that construction zones can be dangerous. Children, in particular, are always curious about construction sites so make sure your children know to stay a safe distance away from the work, which involves heavy equipment and large vehicles.

Residents in construction zones should have garbage, recycling and yard waste at the curb by no later than 6:30 a.m. on your day of collection. Refuse collection trucks will pick up in construction zones first.

MFT Street Rehabilitation Project (Updated 5/9)

Construction Forecast - May 12-16

Again this year, as directed by the Village Board of Trustees, the Village will undertake an annual project aimed at maintaining current infrastructure and roadways within the community. At the April 7th Board of Trustees meeting, the Board awarded a contract to Schroeder and Schroeder Inc. located in Skokie, Illinois as the general contractor for this project. It is anticipated that work will commence shortly depending upon your location.

In addition to the locations listed above the Village will be rehabilitating various concrete streets. Repairs will consist of patching damaged or deteriorated sections of roadway. The following streets are scheduled.

Asphalt patching will take place Village wide, on an as needed basis.

The scope of the project includes repairs to the existing storm and sanitary sewer systems in addition to street rehabilitation work, all located within the Village's right-of-way. This project has been divided into three phases to facilitate completion in a timely manner and with as little disruption to residents as is possible.

Phase I:

The first phase will involve underground utility repair work and should begin April 14, 2008, weather permitting. This phase will likely continue for several months. Please note that all work will be performed within the Village right-of-way areas. If you have any type of existing features within the Village right-of-way areas (i.e. sprinkler system, landscape features, special decorative rocks, brick driveways, electronic "invisible" dog fence, etc.) precautions should be taken by you, the homeowner, to immediately remove or store these items to assure that no damage occurs to these specific items. The Village will not repair or replace private appurtenances left within the Village right-of-way.
This phase is projected to continue throughout the scope of the project.

Phase II:

Once Phase I has been completed, the second phase of construction which involves street rehabilitation work will begin. This construction phase includes the following stages:

- Removal and replacement of deteriorated concrete curbs and sidewalks
- Pavement grinding
- Pavement patching
- Placement of two lifts of new bituminous asphalt pavement
- Repair of driveway sections damaged by construction.
This phase is projected to continue throughout the scope of the project.

Phase III:

The third phase will involve parkway restoration. All areas that have been affected by construction disturbances will be restored and residents advised in writing as to recommended sod maintenance. We are planning the completion of all three phases of construction by September 15, 2008.

During construction, for short periods of time, homeowners will not have access to their driveways or the street. This is required for access to the various utilities, pavement grinding, tack coat application and pavement resurfacing work. In these instances, residents will be notified as to dates and times for removal of personal vehicles by street posting and/or notification letters. We intend to give as much notice as possible in these situations in an effort to lessen the negative impact to homeowner.

Due to the scope, complexity and nature of this project, as well as the unpredictability of weather, some delays and disruptions may occur. We ask for your understanding during these times and the understanding that the scope of this project includes improvement of many streets in many areas throughout the Village. There will be times when no work is occurring on your street. We would like nothing more than to start and finish the construction of one street at a time; however, for economical reasons, it is not a prudent approach. If during construction you are planning a special event such as a wedding or large party, please contact us so that we can accommodate your needs as best as possible.

Wilmot Road Infrastructure Rehabilitation Project (Montgomery to Greenwood) (Updated 5/9)

Construction Forecast - May 12-16

The Village of Deerfield is pleased to announce that the Wilmot Road Infrastructure Rehabilitation Project is scheduled to begin the week of April 14. The purpose of this project is to reconstruct and/or rehabilitate the existing Village-owned infrastructure on Wilmot Road between Montgomery Road and Greenwood Avenue. The project will include complete removal and replacement(between Montgomery Road and the Wilmot Road Bridge) of the existing roadway, water main replacement, installation of new storm sewer, point repairs and lining of the sanitary sewer system, and sidewalk replacement as needed. To complete this improvement, construction has been broken into three stages.

Stage I: Underground utility work

Stage I is tentatively scheduled to begin the week of April 14, 2008, weather permitting. The majority of construction will be performed in the roadway area with the exception of new utility connections. The new utility connections will take place within the parkway area. If you have existing appurtenances within the parkway area (i.e. sprinkler system, electronic "invisible" dog fence, landscape features, special decorative rocks, brick driveways, special vegetative plantings, etc.) you should remove or store these items to avoid damage by construction activity. The parkway area extends approximately 35 feet behind the back of curb. The Village will not repair or replace private appurtenances left within the parkway that are damaged during construction.

Stage II: Removal of existing roadway and construction of new roadway

Stage II will begin upon completion of the underground utility work. The work will be performed as follows:

- Removal of existing roadway
- Preparation of roadway sub-base.
- Replacement of all concrete curbs and deteriorated sidewalks.
- Placement of new bituminous asphalt pavement. Note: The final surface (third layer) is scheduled to be completed in June of 2008.
- Repair of driveway sections and sidewalk damaged by construction.

During Stage II when new utilities, concrete curbs, driveway aprons, and concrete sidewalk are being installed, residents will not have access to their driveways and the road will be closed to through traffic. Residents will be advised to park their vehicles on adjoining streets or in front of their homes after construction hours (7:00 AM to 6:00 PM). The Deerfield Police Department has been notified that residents will be parking in these areas during this stage of construction. Detour routes will be posted during road closures.

Stage III: Parkway restoration

All parkway areas disturbed by construction activity will be restored. Residents will be given written notification regarding the recommended care of newly placed sod.
Construction is expected to near completion by June 30, 2008. However, due to the complex nature of the project and the unpredictability of the weather, some delays and disruptions may occur. Additional construction notices will be provided as the project progresses. Letter to Residents

Lake Cook Road Project - Tollway & Wilmot Road Closure (Updated 5/9)

The Illinois State Toll Highway Authority has recently begun the Lake Cook Road Bridge Replacement and Roadway Widening Project. This project is a joint effort between the Cook County Highway Department and ISTHA to improve travel and reduce impact on motorists and is part of the North Tri-State Tollway (I-294/94) Rebuild & Widen Project to provide congestion relief.

The bridge over the northbound lanes of the Tri-State Tollway (I-294) is being rebuilt and widened in order to accommodate the ISTHA Rebuild & Widen Project that is already underway. As part of this project, the Tollway will also widen and resurface about ¾ of a mile of Lake Cook Road from west of the southbound I-294 entrance and exit ramps to east of Wilmot Road. The project will also include water main construction and resurfacing along Wilmot Road.

Pre-stage work on Lake Cook Road began the week of December 10, 2007, and will require off-peak lane closures along Lake Cook Road for installation of temporary pavement that will be used to maintain traffic in subsequent stages of construction. Bridge and pavement work will begin in early 2008 and will require long-term lane reductions along Lake Cook Road. Traffic on Lake Cook Road will be reduced from three lanes to two lanes in each direction from west of the southbound I-294 entrance and exit ramps to east of Wilmot Road. Additionally, the dual left turn lanes at the Lake Cook Road intersections with the I-294 northbound and southbound entrance and exit ramps will be reduced to single left turn lanes during construction. Potentially significant delays on Lake Cook Road are expected.

The widening and reconstruction of the Lake Cook Road/Wilmot Road intersection will provide an opportunity for the Village of Deerfield to remove and replace an 800 foot section of deteriorated water main along Wilmot Road between Lake Cook Road and Gordon Avenue. A one time water service disruption is anticipated for the Hyatt Campus and the Walgreens Campus, but no disruption is expected for residential properties.

Wilmot Road will be closed to northbound traffic between Lake Cook Road and Gordon Terrace for a period of three weeks beginning in spring 2008 in order to upgrade and replace Village water main. Northbound Wilmot Road traffic will be detoured via Lake Cook Road, Saunders Road and Deerfield Road until the water main construction is complete. Northbound Wilmot Road will then be reopened to traffic for the remainder of construction. Wilmot Road will remain open, to southbound traffic, for the duration of the construction period. A detour plan has been developed for motorists that typically use northbound Wilmot Road to reach their place of business or their residence. A copy of the detour plan can be seen below.

Traffic staging will start along Lake Cook Road on Friday March 14, with the shifting of all travel lanes to the southern half of Lake Cook Road leaving two lanes open in each direction. Northbound Wilmot Road should reopen to all traffic on Friday, May 9. Thank you for your patience with the detours necessary for this project.

The Cook County Highway Department (CCHD) is in the process of installing a temporary traffic signal at the intersection of Lake Cook Road and Birchwood Avenue/Huehl Road. A traffic study was performed by the CCHD, as a result of a public inquiry, several years ago to determine the need for traffic control. The study concluded that a traffic signal is warranted based upon Manual on Uniform Traffic Control Devices (MUTCD) requirements (see MUTCD, http://mutcd.fhwa.dot.gov , section 4C, "Traffic Signal Needs Studies"). The installation of the temporary traffic signal will be complete by April 30, 2008.

Starting in January of 2009 the CCHD will begin a widening and resurfacing project along Lake Cook Road between Birchwood Avenue/Huehl Road and Waukegan Road (ILL Rte. 43). Part of the project will include the construction of a permanent traffic signal at the intersection of Birchwood Avenue/Huehl Road. The Lake Cook Road construction project and the permanent traffic signal installation are expected to be complete by November of 2010.

Edens Expressway/I-94 Rehabilitation Project (Updated 4/1)

The Edens Expressway/I-94 Rehabilitation Project is now under way, with traffic being reduced by one lane in each direction. Motorists are encouraged to car pool, use alternative routes, and to utilize public transporation during this busy construction season.

Removal of Private Items in the Right-of-Way

Flower boxes, sprinkler systems, brick or decorative pavers, electric dog fences, light posts, boulders, driveway edging materials, shrubs, plants, flower bushes -- many homeowners enhance their property with these private items. But if they're in the public right-of-way, it can create problems when road work or underground utility projects get underway.

What is the "public right of way?"
It is Village-owned land used for vehicular and pedestrian traffic, as well as utility lines. Sidewalks, roadway, any land between the sidewalk and the street, even driveway aprons are all on Village land (although homeowners are responsible for mowing grass and removing snow on some of it). The right-of-way runs anywhere from 30-50 feet on either side of the street's centerline. Typically, sidewalks are located one foot inside the public right-of-way (toward the street).

What happens if I have private items in the right-of-way?
As the construction project moves along, you'll receive notice of the construction start date for your street or block. Village recommends removing all private property in the right-of-way -- because the Village generally can't remove or replace the items, and can't be held responsible for any damage. Common private items found in the right-of-way are in-ground sprinkler systems and electric "invisible" dog fences. Unfortunately, Village crews can not replace them if they are damaged during construction. Homeowners should remove any parts of the system, within the right-of-way, before construction begins.

Is there anything the Village will replace?
Yes. If a concrete or asphalt driveway apron is removed, the Village will replace it. However, when it comes to brick pavers, Village crews will remove the bricks to the best of their abilities and place them to one side. Homeowners are responsible for replacing the pavers. The Village will also reset mailboxes disturbed during construction.
